MCSSA Committees
All program committees review and make recommendations on proposed legislation, rules and departmental policies as they relate to the specific program area overseen by the committee. They also propose association legislative priorities, provide information from which testimony is developed for legislative hearings, and assist in the gathering of data to assist in the association’s advocacy efforts. The program committees, which all meet monthly and deal with the DHHS client issues described in their title, include:
ADULT AND HEALTH SERVICES COMMITTEE:
Meets monthly to discuss Medicaid, Adult Protective Services, Adult Community Placement and Adult Foster Care, and Adult Home Help.
CHILD AND FAMILY SERVICES COMMITTEE:
Meets monthly to discuss Child Protective Services, Family Preservation Services, Foster Care, Adoption, and Juvenile Justice.
STANDARD OF LIVING COMMITTEE:
Meets monthly to discuss payment standards for TANF and food assistance, State Emergency Relief, the Low Income Home Energy Assistance Program, housing and utility issues, employment and training issues, and child care. This committee works closely with the Department of Energy, Labor and Economic Growth.
LEGISLATIVE COMMITTEE:
Meets monthly to review program committee's recommendations on proposed legislation and proposes legislative, policy, and rule changes. Annually finalizes association legislative priorities for presentation to the Board and to the legislature. Provides information used to develop testimony for legislative hearings.
DEVELOPMENT AND EDUCATION COMMITTEE:
Meets monthly to review and make recommendations regarding training programs for board members, state and local office issues including the boards' role in the contractual process, and the boards' role in the appointment of DHS county directors, as well as the annual evaluation of county directors.
ADVISORY COMMITTEE:
Meets with the director of the state Department of Health and Human Services and/or with their designated representative to advise and bring to their attention matters arising in the administration and implementation of welfare and social services programs.
